Over arching Matrix Item quantities

Is it possible to set ultimate quantities for matrix items that do not apply to each individual dimension?

For example:

I want to sell 24 total of the items in the first dimension, I want to add price changes and descriptions to a 2nd dimension, but not split the quantity between them,.
